UI Inaugurated The First Postgraduate Majors in General Electoral Governance in ASEAN

Universitas Indonesia (UI) has opened master program in general electoral governance
under Department of Political Science, Faculty of Social and Political Sciences (FISIP) UI.
The program is expected to graduate professional, reliable and qualified human resources
in handling general elections. The inauguration ceremony was held on Wednesday,
December 19 th 2017 at Apung Room of UI Library.
“The capacity of this study program is 30 students,” said Dr. Meidi Kosandi, Head of
Postgraduate Program of Department of Political Science. The opening of this program
study is part of the follow-up action of the signing of cooperation agreement in 2015
between Komisi Pemilihan Umum (General Election Commissions or KPU) with 10 state
universities in Indonesia, including UI. In the agreement, it is stated that the ten
universities will be KPU's partner in holding postgraduate program related to general
election.
This “general electoral governance” postgraduate study program consisted off 4
specialization cluster, that are general electoral system and regulation; general electoral
organizers; general electoral process; and general electoral conflict and its resolution.
The four cluster divided into 11 learning modules, that are general electoral regulation in
Indonesia, general electoral system comparison, general electoral organization and
bureaucracy, electoral polithic ethics and moral, general electoral quality assessment, IT
in general electoral, general electoral finance, general electoral logistic management,
malpractice in general electoral, conflict precaution and handling, and general electoral
judicial system.
The eleven modules is made by a collaboration team called Konsorsium Pendidikan Tata
Kelola Pemilu Indonesia. This is a collaboration consortium from the ten universities that
cooperated with KPU in creating the curriculum standards and learning modules for
students of this study program.
“For the first year in UI, this general electoral governance program will be participated by
student who are KPU staffs and will be given full scholarship by KPU,” said Meidi.
However, for the following years, this study program will be opened for public by Seleksi
Masuk Universitas Indonesia (UI admission test or SIMAK), including the opening of
international classes for students from foreign country.
For your information, majors in general electoral governance has only been held in two
countries, that are United States and Italy. Hopefully, this study program will be the UI
featured program in contributing democracy development of Southeast Asia and the
World.
