Integrity Zone to Prevent Gratification and Corruption

Depok, June 15th 2023. “A culture of corruption can arise if a person does not have integrity within himself,” said Aminudin, Director of Anti-Corruption for Business Entities at the Corruption Eradication Commission (KPK), at the seminar “Implementation of Building Integrity in the Campus Environment”, at the Vocational Education Program, Universitas Indonesia (UI), moderated by Dewi Kartika Sari, S.E., M.S.Ak., CA., lecturer at UI Vocational Education Program and Lever 5 Coordinator (Supervision Strengthening Area for Integrity Zone).

The seminar which was held last Tuesday (13/06) was one of the efforts to build an Integrity Zone (ZI) towards a Corruption Free Area (WBK) and a Clean and Serving Bureaucratic Area (WBBM) in the campus environment.

According to Aminudin, corruption can be categorized into several types, one of which is in the form of bribery. “Based on the data from KPK, from 2004 to March 2023, the three highest corruption cases in Indonesia were bribery, procurement of goods and services, and budget misuse,” he said.

As an example, he said, acts of bribery that can occur on campus are gratuities. Gratification is an action taken by someone in the form of giving money, goods or other facilities to officials or public servants in order to speed up the service process.

“The culture of gratification needs to be eradicated, both from students to lecturers or education staff, and vice versa,” said Amin. He hoped that all parts of the UI Vocational academic community could avoid this culture.

“If you see any acts of corruption or abuse of authority on campus, please report them through the available whistle blowing system,” said Aminudin. In a separate place, Amelita Lusia, Head of the Public Relations Bureau and Public Information Disclosure (KIP), said that reports of alleged corruption or abuse of authority could be reported through the existing mechanism through the Public Relations Bureau and KIP UI.

Furthermore, Aminudin explained that regional development with integrity at the higher education level could be carried out by lecturers, educational staff, and students. In addition, integrity actions in the form of an active role in the anti-corruption movement through the Three Principles of Higher Education can be implemented through supervision, studies, advocacy, counseling, campaigns, and others, also by including compulsory courses on anti-corruption. The goal of this implementation is to produce ethical students.

ZI is a title given to government agencies whose leaders and staff are committed to realizing WBK/WBBM through bureaucratic reform, especially in terms of preventing corruption and improving the quality of public services. To achieve this, UI’s vocational program continues to improve through six areas of change, namely change management, governance, human resource management, accountability, supervision, and public services. The focus of bureaucratic reform includes preventing corruption, improving the quality of public services, and facilitating service to stakeholders, including lecturers, students, academic staff, alumni and other related parties.

Padang Wicaksono, S.E., Ph.D, Director of the UI Vocational Education Program, said that currently the UI Vocational Program actively participates in building an Integrity Zone in a higher education environment. “As one of the providers of higher education in Indonesia, UI Vocational Program strives for the campus environment to be an area that is free from gratification and corruption, companied by a clean bureaucracy with integrity.”
