Depok, August 15th 2023. Following up on the collaboration that has been established in 2021, Universitas Indonesia (UI) and the Finance and Development Supervisory Agency (BPKP) have again strengthened cooperation in order to increase human resource competence in the field of Administrative Sciences. Through the Faculty of Administrative Sciences (FIA) Universitas Indonesia, this collaboration will facilitate and provide educational opportunities for BPKP State Civil Apparatus (ASN) to attend education through the Credit Earning program or other programs offered by the Center for Independent Learning UI (CIL).
Rector of Universitas Indonesia Prof. Ari Kuncoro, S.E., M.A., Ph.D., said that this collaboration was carried out as a follow-up to the Memorandum of Understanding that has been signed between UI and BPKP in 2021. “This cooperation aims to collaborate and synergize the programs and activities of the parties related to human resource competence in the field of administration in order to support strengthening internal control,” he said.
This Cooperation Agreement (PKS) was signed by the Dean of FIA UI, Prof. Dr. Chandra Wijaya, M.Si., M.M., and the General Secretary of BPKP, Dr. Ernadhi Sudarmanto, Ak, MM, M.Ak., took place at the Gandhi Auditorium, BPKP Central Building, East Jakarta on Friday (11/08/2023). The Credit Earning Program that will be given is for the Masters and Doctoral Programs of Administrative Sciences. Apart from that, FIA UI will also assist in the development of internal control policies and innovations through the utilization of the results of applied research or academically conducted studies.
“On the other hand, BPKP can assist UI in developing curriculum and lecture materials as well as teaching staff in the Masters of Administrative Sciences Program, with Specialization in Supervisory Administration at FIA UI. The Masters Program was formed in the framework of UI’s efforts together with BPKP to prepare reliable and professional Government Internal Supervisory Apparatuses (GISA)”, said Prof. Ari.
Through this collaboration, Rector of Universitas Indonesia hoped that students of the Master of Administration Program, with Specialization in Supervisory Administration will also be given the opportunity to take part in non-degree/professional program training and the Certification of Government Chief Audit Executive (CGCAE) certification exam held by BPKP. “Hopefully this collaboration can run well and can be utilized by all GISA and other ASNs, both at the central, provincial and city/district governments, and the cooperation between BPKP and UI will continue to advance to support a Greater Indonesia,” said the Rector of Universitas Indonesia in closing his speech.
On that occasion, the Head of BPKP Dr. Muhammad Yusuf Ateh, Ak., M.B.A, CSFA., CGCAE., CIAE., said that these days many things that are taught on Indonesian campus environments are different from the reality on the ground, some are even irrelevant. “For example, there is a new supervision program with new regulations, and they are not the same as what is being taught, so it doesn’t make a difference whether or not people are schooled. It should be that as the education level increases, they will become even more skilled, but this does not happen because what is taught is different from what is practiced in the field,” he said.
Furthermore, Yusuf Ateh said that the theories that are taught and existing conditions could not be connected. According to him, this is the basis for why this agreement is needed so that there is a connection between what is learned and what is done. “I hope that there will be further discussion of what is needed considering the importance of increasing human resource competence, especially in the field of supervision, within the BPKP,” said Yusuf Ateh.
