UI DETERMINES THE AMOUNT OF UKT AND IPI, GUARANTEEING STUDENTS WILL NOT EXPERIENCE OBSTACLES TO ATTENDING LECTURES DUE TO FINANCIAL PROBLEMS

Universitas Indonesia (UI) has set the Single Tuition Fee (UKT) and Institutional Development Fee (IPI) as components of education costs based on and referring to regulations set by the Ministry of Education, Culture, Research and Technology. The referenced regulations are Article 5 paragraph (1) letter a and paragraph (3) of the Regulation of the Minister of Education, Culture, Research and Technology Number 2 of 2024 concerning Standard Unit of Higher Education Operational Costs (SSBOPT) at State Universities within the Ministry of Education, Culture, Research and Technology and Decree of the Minister of Education, Culture, Research and Technology Number 54/P/2024 concerning the Amount of Standard Unit of Higher Education Operational Costs.

Both legal products are a fulfillment of the mandate of Law No. 12/2012 on Higher Education. In accordance with these regulations, in the process of determining UKT and IPI rates, UI consults with the Ministry of Education, Research, and Technology, thus obtaining recommendations on the amount of the Single Tuition Fee (BKT) which then becomes the basis for determining UKT and IPI rates.

In accordance with the data on the socio-economic background of parents/sponsors of education provided by each student during the pre-registration process, UI will set UKT and IPI rates. In the event that the set tariff is felt to be inappropriate by a student, UI provides a consultation process with the student and parents / education cost bearers concerned, until an appropriate tariff is obtained. In principle, UI guarantees that every admitted student will not experience obstacles in attending education due to financial problems. Various mechanisms have been developed by UI to overcome this problem.

The Head of UI Public Relations and KIP Bureau, Dra. Amelita Lusia M.Si., CPR, explained that in 2024 UI received 65 new student candidates from 3T areas through the National Achievement-Based Selection (SNBP) route. “They come from 23 places that are included in the 3T areas, including Biak Numfor, Morotai Islands, Boalemo, East Lombok, Sambas, Lebak, Central Lombok, Hulu Sungai Utara, Konawe, and Polewali Mandar.”

Single Tuition Fee (UKT) Rates for Undergraduate and Vocational Education Programs Regular Class
As explained earlier, during pre-registration, prospective new students will complete the required data and documents. In accordance with the socio-economic data submitted, UI will determine the UKT Group charged to each student. If it is felt that there is a discrepancy in the determination of the UKT Tariff group, students and parents / bearers of education costs can ask questions and then the consultation, verification and discussion process will take place. The UKT tariff table for students of the UI Undergraduate Program and Vocational Education Program Regular Class of 2024, both those accepted through the Achievement-Based National Selection (SNBP), Test-Based National Selection (SNBT), and Independent Selection (PPKB, Achievement Admission, SIMAK) can be seen at simak.ui.ac.id and ukt.ui.ac.id.

Institution Development Fee (IPI) Rates for Undergraduate and Vocational Education Programs accepted through the Independent Selection
In addition to UKT, another component of the tuition fee is the Institutional Development Fee (IPI). As regulated by Article 22 paragraph (1) and Article 23 paragraph (2) of the Regulation of the Minister of Education, Culture, Research and Technology Number 2 of 2024 concerning Standard Unit of Higher Education Operational Costs (SSBOPT) at State Universities within the Ministry of Education, Culture, Research and Technology, the Head of Higher Education can set IPI rates with a certain nominal value, a maximum of 4 (four) times the amount of BKT per year that has been determined for each Study Program. The determination of IPI rates is carried out based on the principles of reasonableness, proportionality, and fairness, taking into account the economic capacity of students and parents / bearers of student education costs. IPI is imposed on students of Undergraduate and Vocational Education Programs Regular Class who are accepted through the Independent Selection Path (PPKB, Achievement Selection, SIMAK).

In accordance with the socio-economic data submitted by new students during the pre-registration process, UI will determine the IPI Group charged to each student. IPI Group 1 applies to students who are subject to UKT Group 1, and IPI Group 2 applies to students who are subject to UKT Group 2. Meanwhile, IPI Group 3 and IPI Group 4 apply to students who are subject to UKT Group 3, UKT Group 4, and UKT Group 5. If there is a perceived discrepancy in the determination of the IPI Group, students and parents / bearers of education costs can ask questions and further consultation, verification, and discussion processes will take place.
