SUPPORTING THE COMMUNITY TO ACHIEVE VILLAGE SDGS, POLICY, GOVERNANCE, AND ADMINISTRATIVE REFORM FIA UI HELD OUTREACH ABOUT TOURISM POTENTIAL IN BALEKAMBANG
Balekambang, Kalibunder District, Sukabumi Regency, West Java, is projected to be one of the villages that fulfills the principles of achieving the Sustainable Development Goals (SDGs). According to a lecturer at the Faculty of Administrative Sciences (FIA) at Universitas Indonesia (UI), Dra. Afiati Indri Wardani, M.Sc., sustainable village development within the SDGs framework can be supported by adequate village financial management and tourism.
To initiate the realization of Village SDGs, particularly in recognizing financial and tourism potential, the research cluster of Policy, Governance, and Administrative Reform (PGAR) FIA UI held a community service program in the form of outreach related to financial management in Balekambang Village, Sukabumi, on Wednesday (28/12). This Community Service Program aims to support government programs in achieving Village SDGs in 2030 because Village SDGs contribute 74% to the achievement of SDGs and make a major contribution to the success of village development globally.
“There are six dimensions of sustainable development goals that become the color in realizing the Village SDGs. The six dimensions are prosperous villagers, natural balance, village prosperity, peace, partnerships, and village institutions and wisdom. Efforts to achieve Village SDGs in the Covid-19 pandemic situation were not easy. For this reason, the use of village funds for 2021 is prioritized to finance activities that support the achievement of the 10 Village SDGs related to national economic recovery activities, national priority programs, and adaptation to new village habits,” said Dra. Afiati.
In this outreach, Dr. Achmad Lutfi, M.Sc. who is also a lecturer at FIA UI, said that managing village finances is an important key in developing village financial potential. Village financial management consists of several stages. The first one is Village Financial Management Planning, which includes Village Development Planning, Compilation of Village Government Work Plans (RKP), and Budget Planning. The second is Implementation of Village Financial Management, which includes Preparation for Implementation of Activities and Implementation of Procurement. The third is Administration of Village Financial Management, which includes Administration of Budget Receipts and Administration of Budget Expenditures.
After this stage is completed, a report on village financial management is then carried out. It consists of an Implementation Report on the Village Revenue and Expenditure Budget (APB), Drafting for Village APB Implementation Report, Drafting for Activity Realization Report, and Accountability Report. Currently, there is a Village Financial System (Siskeudes) application that can be used to encourage administration and reporting, as well as potential for development.
“Supervision of Village Financial Management is carried out to reduce potential problems in Village Financial Management. This is done so that accuracy can be obtained regarding the location of village fund distribution, completeness of village fund distribution requirements, village fund distribution system, amount of village funds received and distributed, and use of village funds in accordance with applicable regulations. This village financial management can also be perfected by utilizing tourism by officials and the community to develop village potential,” said Dr. Lutfi.
To become a developed region, tourist villages in Indonesia must be unique in activity programs, target markets, and definitions of advertising selling branding. The development of tourist villages must be focused on the integration and collaboration of the five important elements of pentahelix, which are society (community), government, industry, academics, and the media as catalysts. The development of tourist villages can be carried out using two approaches, which are Community-Based Tourism Development and Sustainable Tourism Development.
Sustainable tourism development must balance economic, environmental, and social aspects so that people’s quality of life improves, cultural values become stronger, and the community’s economy grows. “In developing village potential, local wisdom is the main spirit in society which is manifested through unique cultural and traditional values, authentic values that are ingrained in the local culture, as well as the authenticity of traditional values that emerge in society,” said Dr. Muh Azis Muslim, M.Sc. as the Head of the Community Service Team of FIA UI.
Apart from these three lecturers, other FIA UI lecturers participated in this community service activity, namely Nidaan Khafian, M.A .; Wahyu Mahendra, M.Egov .; Debie Puspasari, M.P.A .; and Marcel Angwyn, M.P.A. This Community Service is an annual activity of PGAR FIA UI led by Prof. Dr. Eko Prasojo, Mag.rer.publ., as an active and applicable effort in encouraging the development of potential government stakeholders.
