The Ministry of PANRB Involves UI Academics in Impactful Bureaucratic Reforms

SYNERGY BETWEEN 17 GOVERNMENT AGENCIES: THE MINISTRY OF PANRB INVOLVES UI ACADEMICS IN IMPACTFUL BUREAUCRATIC REFORMS

The Ministry of the Administrative and Bureaucratic Reform (PANRB) of the Republic of Indonesia sharpened its strategies through changes in the Bureaucratic Reform Road Map. These changes contain several things, including sharpening goal setting, selecting main activities that are more focused and impactful, focusing on bureaucratic reform to resolve various strategic and priority issues; as well as sharpening indicators for assessing bureaucratic reform. In formulating this new concept, the Ministry of PANRB involved many parties, including Universitas Indonesia (UI) academics.

On Thursday (2/3), at Balai Sidang UI, Depok Campus, UI collaborated with the Ministry of PANRB to hold a “Talk Show Reformasi Birokrasi Tematik dan Perubahan Road Map 2020–2024” with keynote speakers: Deputy RBK Unwas, the Ministry of PANRB, Erwan Agus Purwanto; Executive Secretary of the Steering Committee for National Bureaucratic Reform, Eko Prasojo; Deputy for Investment Cooperation, the Ministry of Investment/Capital Investment Coordinating Board (BPKM), Riyatno; and Deputy for Methodology and Statistical Information, the Central Bureau of Statistics (BPS), Imam Machdi.

This talk show was held as a form of appreciation to UI academics for their involvement in preparing changes to the road map. This activity also aims to disseminate the policy on the Development of the Bureaucratic Reform Road Map 2020–2024 to central and regional government agencies, academics, and the public; and become a forum for sharing knowledge and interactive learning between government agencies in the implementation of Thematic Bureaucratic Reform.

UI Rector Prof. Ari Kuncoro, S.E., M.A., Ph.D. said that global challenges and rapid technological advances require universities to continue to make changes. In this case, changes are focused on structuring and transforming the organization so that it can be more responsive, agile, and adaptive in providing public services. In supporting the national bureaucratic reform program, various efforts and achievements have been done by UI academics.

In terms of effort, UI has made action plans, which are bureaucratic reform and university transformation to encourage organizational changes toward effective and better governance. This effort is supported by the holding of Universitas Indonesia Zona Integritas Award, which is aimed at encouraging the declaration of the Integrity Zone in UI faculties, schools, and educational program. Since 2020, UI has proactively participated in the Integrity Zone initiative at the level of Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), through the Faculty of Public Health.

According to Prof. Ari, changes in the Bureaucratic Reform Road Map 2020–2024 are very relevant because they reflect the six themes of the government’s priority programs and are in line with the development of knowledge that prosperity and economic growth of a country are not only determined by capital and human capital factors but also by governance reform. “The Bureaucratic Reform Road Map is one way to increase the prosperity of the nation and state. Hopefully, this can encourage improvement in the quality of Indonesian institutions and increase work for becoming a world-class bureaucracy so that it can contribute to the progress of the nation and enhances Indonesia’s position in global recognition,” said Prof. Ari.

Meanwhile, Minister of PANRB Abdullah Azwar Anas, S.Pd., S.S., M.Si. stated that according to President Joko Widodo’s directives, this Bureaucratic Reform must have an impact. The President encouraged institutions to be no longer occupied in the upstream, instead, they need to campaign for their impact. “When we want to obtain an impact, the Ministry of PANRB must construct a new policy so that the tools used can also encourage bureaucracy to have an impact. There must be rules that change regulations that have so far been in the form of reports and figures into real impacts. In addition, the bureaucracy must also be agile and fast. We have to examine what makes this complicated,” said Minister of PANRB Abdullah Azwar.

To accelerate Bureaucratic Reform and optimize its impact, the strategy for implementing Bureaucratic Reform is divided into two, namely General Bureaucratic Reform which focuses on solving upstream issues, i.e. internal government bureaucratic problems, and Thematic Bureaucratic Reform which focuses on solving downstream issues, i.e. problems that arise in society related to the priority agenda of the President.

Thematic Bureaucratic Reform takes four themes that need to be prioritized by all agencies, which are poverty alleviation, the increase of investment, digitalization with a focus on handling stunting, and the President’s priority which contains the use of domestic products and inflation control. These four themes will become the joint focus of all agencies and trigger more intensive collaboration so that performance can improve and have a real impact on society.

For the sake of accelerating the Bureaucratic Reform, on that occasion, Komitmen Dukungan Teknis Penyediaan Data dan Evaluasi Pelaksanaan Reformasi Birokrasi Berdampak (Technical Support Commitment for Providing Data and Evaluation of Impactful Bureaucratic Reform Implementation) was signed by 17 agencies and institutions. These institutions are represented by Head of the National Archives of the Republic of Indonesia; Head of the Ombudsman of the Republic of Indonesia; Head of the State Civil Service Agency; Commissioner of the Supervision Working Group for the Implementation of Merit System Region I KASN; Secretary General of the Ministry of Communication and Information Technology; Expert Staff for Organization, Bureaucracy, and Information Technology of the Ministry of Finance; Secretary of the Ministry of PANRB; and Principal Secretary of the Institute of Public Administration.

Apart from that, the signing ceremony was also carried out by the Deputy for Supervision of Regional Financial Implementation of the BPKP; the Deputy for Production Statistics BPS; the Deputy for Digital Procurement Transformation, Procurement Policy Institute (LKPP); the Head of the Bureau of Organization and Management, the Ministry of Home Affairs; the Director of Systems and Procedures, Monitoring, Evaluation, and Development Control, the Ministry of National Development Planning/Bappenas; Head of Public Relations, Law, and Cooperation Bureau, the Ministry of Law and Human Rights; the Head of the Bureau of Organization and Administration of the Audit Board; the Head of Corruption Eradication Strategic Planning Center, Corruption Eradication Commission; and the Minister of the Administrative and Bureaucratic Reform.
