Monitoring and Evaluation (Monev) is a tool to monitor programs so that they run as planned, straight, efficient, and of high quality to contribute to the achievement of the university’s vision and mission. Monitoring is done routinely to check the appropriateness of the intervention based on the set objectives, while evaluation is done at the end of the period to weigh the results and get follow-up improvement on future programs. Both are very important in a university development. Universitas Indonesia (UI) implements Monev to measure the success of programs in faculties, vocational school, schools, and work units under University Administration Center (PAU). This is done to see the suitability between targets, planning, implementation, and achievements. Units that successfully run their programs received appreciation in UI Monev Award held by Bureau of Transformation, Risk Management, and Evaluation Monitoring (TREM) of UI. The event, which took place last Thursday (20/10), aims to provide a good atmosphere for Monev staff at the faculty, vocational school, school, and PAU work unit levels. Head of TREM Bureau of UI Vishnu Juwono, S.E., M.I.A, Ph.D. said that this effort was made to encourage PAU work units, faculties, and schools.
person in charge (PIC) can help the process of monitoring and evaluation at UI because it is related to the report of the Rector’s performance, both to the Board of Trustees (MWA) and to Ministry of Education, Culture, Research and Technology (Kemendikbudristek). “The achievement score is a reflection of the Rector’s performance for one year. Of course this is an important process. In addition, we want this award to be not just a formality process for making performance reports that are carried out from year to year but also as a form of appreciation to those who have worked hard. If the data provided by the PICs of fields, faculties, schools, and PAU units is complete and comprehensive, it means UI’s performance has improved,” said Vishnu.
This year, there are six award categories in UI Monev Award. First, the Monev Award for the Highest Performance Contract Assessment in the Field Category was achieved by the Research and Innovation Field (246.66); Academic and Student Affairs Field (200.91); and Non-Field (166.41). Second, the Monev Award for Highest Performance Contract Assessment in the Faculty Category was achieved by Faculty of Administrative Sciences (379.420); Faculty of Medicine (280.64); and Faculty of Engineering (248.08). Third, the Monev Award for Highest Performance Contract Assessment for PAU Category was achieved by Research and Development (257.37%); International Affairs Office (252.84); and Directorate of Student Affairs (248.490). The Monev Award for the Best PIC in the Field Category was achieved by Endah H. Kusworini, S.H. (PIC for Finance and Logistics); Yudha Sartika, S.I.A (PIC for Academic and Student Affairs); and Dewi Amelia N. R., S.E. (PIC for Research and Innovation).
For the Best PIC Monev Award in the Unit Category, the staff who won it were Gumanti Cita Murni (Directorate of Career Development and Alumni Relations); Rian Windarsih (Archive Office); and Dita Garnita, M.Hum. (UI Library). Meanwhile, Astri Farliani (Faculty of Economics and Business), Ratna Herlambang (Vocational Education Program), and Annisa Harikin P. (Faculty of Medicine) won the Best PIC Monev Award in the Faculty Category.
The Planning Bureau, Secretariat General, Ministry of Education, Culture, Research and Technology, represented by Siti Marfuah, S.E., M.D.M and Muhammad Taufik, S.T., saw the urgency of Monev to measure university performance, one of which is in the aspect of budget. The performance-based budgeting instrument aims to improve the efficiency and effectiveness of the government budget and as an early warning of the achievement of the current year’s budget performance. In addition, this instrument also provides feedback on the budget for the up coming year and serves as a consideration for the determination of budget allocation policies and the organization of Central government Ministry/Agency Work Plans and Budget (RKA-K/L).
There are two functions of Monev of Performance, namely accountability and quality improvement. Accountability is achieved by proving and accounting to the public for the use of the budget managed by the ministry or institution concerned. Meanwhile, quality improvement is carried out by studying the factors that support or hinder the implementation of the previous RKA-K/L as an effort to improve performance in the following year.
Regarding the organization of UI Monev Award, Taufik expressed his appreciation because with this event, he hopes that all relevant parties in the faculty can support UI internal performance indicators and key performance indicators which are the benchmark for assessment. “With UI Monev Award, hopefully it can trigger the enthusiasm of our fellow to be able to support Ministry programs and programs in Directorate General of Higher Education. This effort is of course made to improve the quality of Indonesian education so that our human resources can compete internationally,” said Taufik.
