UI Students Advance to PIMNAS Armed with Child Welfare Research in Prisons

The Universitas Indonesia (UI) student team that is part of the Jaring Harapan group has succeeded in becoming one of the contingents for the 37th National Student Scientific Week (PIMNAS). The event, which will be held on October 14–19, 2024, at Universitas Airlangga, is organized by the Ministry of Education, Culture, Research, and Technology. The team consists of Adinda Puspita Ningrum, Furaihan Kamly Arnazaye, and Muhammad Rafli Gebrena, who successfully passed through the Student Creativity Program (PKM) with research titled “Network Governance dalam Dukungan Kesejahteraan Subjektif Anak Didik Pemasyarakatan di Lapas Anak.” (Network Governance in Supporting Subjective Welfare of Correctional Students in Juvenile Prisons).

Adinda Puspita Ningrum, Head of the Jaring Harapan Team, explained that their research arose from the challenges faced by the Special Child Development Institution (LPKA) in the rehabilitation program for children who have committed crimes. According to her, the implementation of the program has not been optimal, which has resulted in recidivism or repeating criminal acts by correctional students (Andikpas).

The obstacles identified in this study were ineffective coordination between related actors and the absence of clear Standard Operating Procedures (SOPs). “In the development program, LPKA has a large institutional network with collaborative multi-level coordination between actors. Therefore, network governance is needed,” Adinda explained. She added that this approach is expected to strengthen the subjective well-being of correctional students through better resource management and coordination between organizations.

This study uses a social network analysis (SNA) approach and a single case study to explore various determinants that influence the subjective well-being of children in LPKA. The research findings show that infrastructure, education, health, religion, personality, and social support are interrelated factors in supporting Andikpas’ well-being. “There are three characteristics of interactions that occur in supporting subjective well-being determinants, namely information sharing, social action, and procurement of goods and services. The sustainability of these characteristics is influenced by four aspects, namely orientation to children’s needs, ongoing evaluation, involvement of actors at various levels, and a clear technical framework,” added Adinda.

Despite facing challenges in the research process, especially related to administration and licensing, the Jaring Harapan team was still able to complete this research well thanks to the guidance of Dr. Lina Miftahul Jannah, S.Sos, M.Si. Dr. Lina emphasized the importance of adequate rehabilitation support for children involved in legal problems. “This research was conducted because children in conflict with the law still have the right to receive adequate rehabilitation and support. Therefore, through good guidance, they can grow into better individuals and return to society with confidence,” she said.

As an output of this research, the team plans to publish a policy brief that will be submitted for Intellectual Property Rights (HAKI). These findings are expected to be distributed to LPKA Class II Jakarta and the Ministry of Law and Human Rights as policy recommendations for improving the guidance system at LPKA, especially through collaboration with the private sector. “This research is the first step in a comprehensive network analysis, especially with private actors, related to the guidance program at LPKA in supporting the subjective welfare of Andikpas. “Hopefully, the findings of this research can bring us to become champions in PIMNAS 2024 and be useful for Andikpas to get proper coaching,” said Adinda.
